In these memes, Elon Musk is the absent judge of all things Russian, summoned in the form of a brazen challenge: What do you think of that? These memes rely on the foreign gaze that so often haunts Russian culture, a gaze that does not have to be real to be effective. As in Foucault’s panopticon, the prison structure in which every inmate knows he could be watched but does not know for sure when he is being watched, the foreign gaze becomes internalized. (“How is the West looking at us? Are they looking at us?”) These memes acknowledge (and even invoke) the foreign gaze while also laughing at it, at the same time mocking the hypothetical Russian subject that keeps assuming it is being looked at.
